Position Summary

The IPEL (India Partnership for Early Learning) project, supported by USAID, is a consortium of four organizations (CARE India, Room to Read, KPMG and CSF), each bringing its own expertise to achieve the target stated in NEP 2020 (ensuring that all learners in Grade 3 achieve FLN by 2025). The IPEL team at CSF supports the states of Uttar Pradesh, Bihar, Jharkhand and the Municipal Corporation of Delhi to design and implement their state FLN missions as part of the national NIPUN Bharat Mission. We act as catalysts to support the initiatives, schemes and programmes of the state governments towards ensuring all children achieve foundational literacy and numeracy skills by Grade 3 so that they make the successful shift from ‘learning to read’ to ‘reading to learn’.  

The Project Manager, Communication and Community Engagement will be responsible for building awareness and salience around NIPUN Bharat Mission and State NIPUN Missions under the leadership of the Technical Director. S/he will actively work to develop communications campaigns, generate content, and support state CCE members. Additionally, S/he will be responsible for knowledge management, and managing partners / vendors while providing them with timely and relevant information. This role will be based out of Delhi and will report to the Technical Director.  

This is a 1 year contractual position extendable based on project needs.

Key responsibilities include, but are not limited to:  

  • Responsible for building awareness and salience around NIPUN Bharat Mission and State NIPUN Missions with various community and state level stakeholders, under the leadership of the Technical Director
  • Play a leading role in building innovative communication approaches and campaigns to inform, engage and inspire stakeholders to understand and appreciate IPEL and FLN vision and mission
  • Implement IEC plan in Delhi and in states (in collaboration with state teams) 
  • Create and sustain stakeholder engagement and bring new ideas to build capacity of influencers and partners to drive convergence of narratives in the state
  • Network and develop strategic relationships with media and key ecosystem influencers in coordination with the Technical Director
  • Conducts salience building events in IPEL states which will include bureaucrats and ministers
  • Works closely with strategic communication team at CSF and CARE to ensure quality deliverables
  • Works closely with external agencies for designing collaterals like posters, leaflets, brochures, fact-sheets, a/v scripts etc  
  • Writing concept notes for the campaigns, press notes for the events and coordinating with media for public relations
  • Actively push IPEL work to CSF and other social media handles 
  • Create frameworks to monitor reach and effectiveness of various IEC campaigns implemented in states and use the data to inform future campaigns and events  
  • Manage dissemination of all print and electronic collateral, reports from other IPEL work streams and any other collaterals / documents which help in creating salience for IPEL work streams

Required Qualifications, Skills and Abilities:  

  • Bachelor’s degree required; Master’s degree preferred in Mass Communication, Journalism, Public Relations, Health Communications or related fields 
  • 2-6 years of work experience in planning and executing mass media and social media campaigns 
  • Excellent presentation skills and proficiency in drafting communication material in different formats – newsletters, social media copies, press releases, OpEds, etc.
  • Experience of storyboarding, branding and communications 
  • Excellent writing/ editing and verbal communication skills 
  • Digital know-how: website development, social media management 
  • Experience of working with media teams and agencies, including copywriters, graphic designers, video editors, animators, etc 
  • Ability to synthesize content inputs from different individuals and develop coherent and engaging content customized for different communication vehicles 
  • Knowledge of a wide range of media outlets, including print and digital. Should possess the ability to create a pitch and engage actively with media for generating coverage on important issues and topics 
  • Functional knowledge of graphic designing and video editing 
  • Creative and analytical thinking, and ability to ideate and articulate creative ideas 
  • Entrepreneurial spirit and a strong ‘bias to action’ attitude  
  • Operating style suited to working in a small-organization setting, where teamwork and resourcefulness are highly valued  
  • Ability to work proactively, with little supervision 
  • Ability to build and maintain positive and collaborative relationships both within and outside the organization  
  • Planning and organizational skills, and an ability to be able to set priorities, plan timelines and meet deadlines  

Compensation  

Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience.
