Role of Program Manager

The Program Manager will define, design, and deploy governance cadence with compliance on data, increase community involvement leading to public accountability, and drive a culture of collaboration and equitable participation by officers across all levels. PM will also create sustainable tools, systems, and processes to drive data-based discussions.PM strengthens the Education machinery by building a sustainable culture of self-governance at each administrative level through collaboration and data-based decision-making on academic initiatives. Along with-  

  • Identify, design, and implement effective and efficient systems to support the smooth implementation of all PMUs (including operations, financial management, monitoring, and reporting)
  • Oversee the design of monitoring tools, coordination between stakeholders and KP, and other related program units and ensure adequate data collection for high-quality donor reports. Develop case studies that analyses and document key lessons.
  • Manage the extensive Monitoring, Research and Evaluation component program the state team would lead according to the objective. Oversee the development of thorough data records and disseminate records of meetings with stakeholders.

Domain Expertise

The Program Manager will lead initiatives across districts in the State of BIHAR

Set Up Effective PMU  

  • Set up effective PMUs from state to districts to blocks for structured reviews and interdepartmental collaboration.
  • Define responsibilities of each education administration functionaries and tracking of their progress
  • Set effective community engagement mechanism.

Capacity Building

  • Developing and implementing people planning, including all learning and development related plans
  • Working with leads and HR colleagues to identify individual and team business related training needs.
  • Working innovatively with external partners to commission/develop appropriate training and interventions to improve and enhance the learning and development offer.
  • Leading on the development of a culture of continuous improvement, introducing impact measured analytics to demonstrate scale of success of learning and development.

Set Up Sustainable Environments

  • Create single source of all information related to school, students, and teachers.
  • Develop portals and Apps for monitoring and progress tracking at each level.
  • Set up a virtual support Centre for follow up and support.

Must Have

  • Ability to convert abstract ideas and concepts into concrete automation framework and content with attention to stakeholder’s needs.
  • A confident communicator, ability to dialogue professionally and diplomatically on complex issues with individuals from diverse backgrounds.
  • Experience working in dynamic work environments with a fair amount of ambiguity. Collaboration with multiple internal/external stakeholders (individual and teams).
  • Ability to manage difficult partners and stakeholders and achieve a balance between relationship and project outcome.

Job Requirements

  • Good written skills with the ability to clearly document and explain business processes and PMU solution designs.
  • Develop and maintain strong relationships between stakeholders, Knowledge partners to ensure a high-quality, transparent, and evidence-based program implementation and evaluation.
  • Perform project tasks independently, and may direct, coach, and supervise the efforts of consultants and analysts.
  • Maintain and expand client relationships through delivery of high-quality work.
  • Identify and resolve issues critical to the clients’ strategic and operational success.
  • Contribute to development of governance models (CAG)
  • Develops self by actively seeking opportunities for growth, shares knowledge and experiences with others, and acts as a strong brand ambassador.

Experience and Qualifications-

  • Bachelors’ degree, graduates with requisite skills / experience may apply. Master’s Degree in Education will be an added advantage.
  • Minimum four years of experience in PMU design and structure
  • 6+ years of working in the development sector! Working in the field of education will be an added-on advantage.
  • Ready to travel frequently (50% of the time) within the state at short notice.
  • Excellent oral and written communication (Proficiency in hindi & English is a must).
  • Excellent Microsoft Office skills (Word, Excel, PPT knowledge and demonstrated experience)
  • Operations management, engagement with government departments and/or any consulting experience will be an added advantage.
