Government of India has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of Scheduled Tribes (STs) constituting 8.6% of the India’s total population as their human development indicators with regards to health, education, gender and other indices are well below the national average. The Ministry of Tribal Affairs (MoTA) is the nodal Ministry for overall policy, planning and coordination of programmes for development of STs.

In the last few years, Ministry has undertaken various path breaking initiatives in the area of digital technology by developing end-to-end digital solutions for e-governance. One of the key interventions under the MoTA-UNDP project ‘Enhancing effectiveness of tribal development programmes in India’ is focused towards strengthening/revamping of data portal to drive data driven decision making. ADIVASI GRANTS MANAGEMENT SYSTEM (ADIGRAMS) provides a central database for Ministry of Tribal Affairs and the State Tribal Development/ Welfare Department to access, interact and analyse up-to-date scheme wise Physical and financial information and progress. One of the key activities on the ADIGRAMS is providing training and handholding support to its users and all Implementing Agencies across all states and UTs.

The other major area is focused towards strengthening/ Pradhan Mantri Adi Adarsh Gram Yojana, through facilitating access to basic services and infrastructure facilities to the tribal villages by providing inputs on critical gaps through data analysis of significant developmental indicators and information about availability of resources; handholding States for addressing critical gaps through the process of planning their developmental works in these villages; supporting convergence of resources through inter- ministerial communications, between States and Centre and other relevant institutions; community mobilization to take charge of the program implementation; data base management to end computerization, from household survey to preparation of Village Development Plan for smooth implementation of the scheme and monitoring to place a strong, near-real time data base management system framework and process of monitoring, along with GI tagging of created assets and households for achieving the expected outcome.

Duties and Responsibilities
 
UNDP Proposes to hire a Project Analyst (ADIGRAM and PMAAGY) to lead work in data based analysis and monitoring of the flagship programmes of the Ministry of Tribal Affairs through ADIGRAM to ensure development and maintenance of portals, physical and financial review of the Project, data analytic, grievance redressal, coordination with States on uploading of data, data analysis for evidence generation, capacity building, identify emerging areas of data driven decision making. The Project Analyst ADIGRAM and PMAAGY) will be part of the Central Project management Unit and will work under the overall supervision of the coordinator CPMU and in close collaboration with the UNDP Programme Officer and Project Team members. The CPMU will function under the overall guidance of the Joint Secretary, MOTA

  • Coordinate with concerned Divisions of Ministry of Tribal Affairs on their ICT based digital initiatives like ADIGRAMS, PMAAGY online platform, EMRS etc and support them in its execution till last mile
  • Coordinate with the concerned Divisions of the Ministry of Tribal Affairs, State Tribal Departments and IT Agency to organize the training programmes of State Nodal Officials, Implementing Agencies, and other relevant officials/stakeholders on the Adivasi Grants Management System (ADIGRAMS) for its operationalization; support analysis of various reports from the ADIGRAMS and PMAAAY and provide the analysis to the Ministry of Tribal Affairs for evidence-based discussion with the states
  • Provide training and hand-holding support (online as well offline / face-to-face) to its users and project Implementing Agencies across all tribal states and UTs
  • Support division in Portal Development for the PMAAAY scheme, facilitate training of state officials on it and carry out monitoring of the schemes through portal
  • Coordinate with technical person/ agency for PMAAAY portal development, provide inputs for the same in line with the scheme
  • Lead in collation of knowledge products, good practice documents etc. on tribal development via ADIGRAMS and online PMAAY platforms
  • Ensure that project contributes to the promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming).

Required Skills and Experience

Education:

  • Master’s degree in any of the following areas Development Studies / Social Sciences or any other relevant subjects

Experience:

  • Master’s Degree with two years of working on rural livelihood programmes especially targeting tribal communities or bachelor’s degree with least 4 years of experience of working on rural livelihood programmes
  • Experience of using technology to monitor development programmes
  • Experience in implementing large scale development or government programmes
  • Experience of working with the National/State Government will be an added advantage
  • High-level of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, PowerPoint)

Language Requirement:

Excellent knowledge of written and spoken English is essential. Knowledge of Hindi is desirable.
