The population of Scheduled Tribes (STs) is 104 million (2011 Census) constituting 8.6% of the total population of the country. They are the most disadvantaged and vulnerable sections of the society due to socio-economic exploitation and have historically suffered from an enormous development deficit as compared to the rest of the population.

Around 300 million poor people of India, especially tribals depend on forest for subsistence and livelihoods. Almost 50 percent of the food requirements of forest dwellers are provided by forests1. Majority of the forest dwellers depend on forests for up to 50 percent of their food requirements. Livelihoods of people living close to forests and within them are inextricably linked to the forest ecosystem as they depend on these resources for a variety of forest products such as food, fodder, agriculture, housing, and various other Minor Forest Produce (MFP).

The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, a groundbreaking progressive legislation, enacted by India’s Parliament has generated huge sense of ownership and security amongst forest dwellers over their land and natural resources.The Act is intended to provide a framework to ‘recognize and vest the forest rights and occupation in forest land in forest dwelling communities who have been residing in such forests for generations but whose rights could not be recorded’.

Further, the Act has the ability to conserve forests and biodiversity, improve local livelihoods and help meet India’s international commitments to sustainable development and climate change mitigation. The performance of FRA has been diverse across, and even within, the states. The Act, if implemented in its spirit will go a long way in ensuring livelihood security and poverty alleviation through sustainable and community- based management of forests contributing to Sustainable Development Goals. IPCC has also acknowledged that tenurial security over community resources and land can play a significant role towards achieving climate justice

UNDP is working with Ministry of Tribal Affairs and with the State Tribal Departments of Odisha and Chhattisgarh to fast-track implementation of Forest Rights Act. The support includes strengthening institutional capacity through establishment of FRA Cell, development of tools and mechanism for implementation and monitoring and training and capacity building of the Act implementation agencies

Duties and Responsibilities

The Project Analyst – Coordination will be based in the FRA cell of The Tribal and Scheduled Caste Development Department, Government of Chhattisgarh, Raipur. The Project Analyst – Coordination will work under the overall direction of the Tribal Commissioner, The Tribal and Scheduled Caste Development Department, Government of Chhattisgarh and in close supervision and collaboration with National (Senior) Project Analyst based at UNDP, Delhi to support and manage the implementation of FRA in the State of Chhattisgarh.
 
UNDP is looking to hire a Project Analyst – Coordination who will work the Office of Commissioner, Tribal Welfare Department, Government of Chhattisgarh and placed in the FRA Cell of the Tribal Welfare Department in Raipur, and in close supervision and collaboration with Senior Project Analyst to provide technical expertise, support and manage the implementation of FRA in the State of Chhattisgarh.

  • Provide technical support to The Tribal and Scheduled Caste Development Department, Government of Chhattisgarh to fast-track implementation of the Forest Rights Act, 2006 and oversee the FRA portal developed.
  • Prepare action plans to fast track the implementation of FRA in low performing areas.
  • Facilitate and coordinate establishment of inter-departmental coordination mechanism for FRA and implementation of tribal development Programmes in the State.
  • Coordinate with CHIPS and FRA cell to ensure that Data management in FRA portal is being undertaken regularly and disaggregated data being generated
  • Organize of meetings of State Level Monitoring Committee meetings and other high-level committee for review of FRA.
  • Lead the process of establishment of platform for cross-institutional (GO & Non-GO) coordination through interaction & dialogue for coordinated response on FRA implementation.
  • Bring in technical knowledge in preparation & issuance of guidelines, facilitative circulars/orders, policy briefs & legal clarifications.
  • Identifying research priorities and facilitate in conducting research studies
  • Forging partnerships both for leveraging resources and implementation to work on Forest Rights Act;
  • Compilation and sharing of results during various review project review meetings
  • Prepare the Quarterly Project Report, Annual Report of the Project against the proposed plans
  • Developing and monitoring of the digital platforms set up for data analysis and decision making and further development of additional features
  • Organize workshops, seminars, and round tables to share project outputs with stakeholders involved in the State. Render support to related UNDP thematic activities such as publications, knowledge sharing and group discussions
  • Effective support to the National (Senior) Project Analyst in identifying opportunities/ideas for achieving project output activities through consultation with the Government, other donors, and NGOs
  • Any other tasks assigned by the Supervisor

Required Skills and Experience

Education:

  • Bachelor’s degree or equivalent in any of the following areas Social Science, Social work, international development, or related field with 2 years of professional experience is required OR Master’s degree or equivalent in any of the above areas is required.

Experience:

  • At least 2 years of experience in research and/or implementation of Tribal development programme.
  • Prior experience of working on issues of Tribal development, forest governance
  • Progressively responsible experience in analytical and project management work in the field of Tribal development, Forest related laws and policies, innovations in governmental or non-governmental organizations.
  • Significant working experience in Government or relevant multilateral institutions.
  • Sound knowledge of UNDP rules and regulations, policies, procedures, and practices
  • Ability to establish, build, and sustain effective relationships, partnerships, and alliances, advocate effectively, and communicate sensitively. Identifies problems and propose solutions.
  • Works as a team member
  • Knowledge of and experience in gender mainstreaming is an asset. Ability to use information and communication technology as a tool and resource.
  • Organizational Learning and Knowledge Sharing. Willingness to travel as appropriate.

Language Requirement:

  • Fluency in English is required and working knowledge in Hindi is an added advantage

NOTE: This position is open for India nationals only
 
Remuneration starting at INR 13,54,068 (Annual) / INR 1,12,839 (Monthly) as per the salary scale depending on qualifications and experiences. The remuneration is excluding 8.33% pension amount paid over and above the salary.
