About the Initiative

Open Contracting India is an initiative by CivicDataLab to make public procurement processes in India more efficient, more effective and more inclusive. It is in partnership with Open Contracting Partnership, developed to promote and help implement open contracting best practices in India. We do this by strengthening capacities of governments to publish, visualize and use international open data standards so that decisions on how public money is spent is evidence-based. We provide strategic advice, technical support and peer learning across every stage of a partner’s open contracting implementation journey.

So far in India, we have created innovative data tools such as the Himachal Pradesh Health Procurement Index and Assam Public Procurement Explorer, publishing open-access, standardized and structured public procurement data along with useful analytics to help stakeholders better understand how public procurement is performing in each state.

We have also developed IDEA-FRM, an intelligent data model that aims to improve procurement so the poorest and the most vulnerable communities are better protected from the worst effects of floods. We are currently working to scale this decision-making framework to other states in India.

What are we looking for

We’re looking for someone with experience of working with multidisciplinary teams in the development sector, to Lead project(s) in the field of climate change and disaster risk reduction. They will work closely with government stakeholders, funding partners, data strategists, technologists, public policy researchers and other stakeholders to  develop solutions that help governments and citizens to develop resilient communities against climate and disaster challenges.

Preference would be given to candidates located or willing to locate in Delhi and open to travel for project needs.​

What You’ll be Doing

You will be –

  • Leading our work in the field of climate change and disaster risk reduction through managing project(s) and implementation with the help of an interdisciplinary team.  – This would entail identifying the project’s goals and objectives, conducting detailed scoping exercises, creating a project plan, communicating with the internal team and external stakeholders, managing risks and issues, monitoring progress to ensure that the project stays on track and maintaining internal and external project documentation
  • Expanding  organizational knowledge of tech and data-led, innovative solutions in the field and facilitating connections for possible partnerships and expanding stakeholder networks.
  • Representing and furthering the work of CDL by active participation at consultations, events and conferences.
  • Expanding organization’s work on climate and disasters.

Requirements

  • Minimum of 2 years of relevant experience in leading/ managing projects and total experience of 5 years in the field of disaster management, climate change, sustainability or other allied fields.
  • Experience working with or within government departments or other decision making authorities.
  • Ability to foster professional relationships with diverse stakeholders.
  • Experience of working with large datasets to propose solutions and reforms.
  • Excellent project management and problem solving skills.
  • Strong verbal and written communication skills, including ability to effectively communicate with internal and external stakeholders informally and in presentations.
  • Comfortable traveling to various locations. You will be required to travel to state government offices for advocacy and capacity building efforts (especially Assam, Himachal Pradesh and Odisha)
  • Comfortable working in a fast paced environment.
  • Ability to multitask.

Good to have

  • Knowledge or demonstrated interest in the use of rigorous evidence for impact-oriented policy making is preferred and encouraged.
  • Invested in the cause of open source and open data for social good.
  • Prior experience of working remotely.
