PROJECT DETAILS

CARE India is implementing a project supported by Cisco Systems (India) Private Limited. The project will aim to support 4,200 women and youth through training and capacity building on life skills, financial literacy, digital literacy, and gender sensitization. 400 women and youth will be supported directly for skilling and employability enhancement and enterprise promotion.  

Overall objective: Economic empowerment of 4,200 women and youth from low-income households through Sustainable Employment and Entrepreneurship Development (SEED) approach.

Specific objective 1: To increase access to career counselling services amongst women and youth from low-income households. 

Specific objective 2: To enhance employability or self-employment opportunities amongst targeted women and youth from low-income households for ITeS sector and other relevant sectors.

Specific objective 3: To reduce gender barriers for women and other vulnerable groups.

Specific objective 4: Improved access to entitlements and schemes amongst eligible right holders for relevant govt. schemes.    

JOB SUMMARY

Project Manager is to be contracted for 11 months (may be extended as per need/ requirement) to provide techno-managerial leadership and assistance for the timely project implementation and support to the project team.

  • Ensure that the project is implemented in line with project design and as per quality /standards.
  • Initiate measures to modify strategy, plans and approaches of the project to ensure achievement of projects goals and objectives.
  • Strengthen and enhance the technical quality of all project’s components through continuous and close coordination and feedback to the project team.
  • Promote innovative approaches and interventions in the project. 
  • Develop detailed implementation plans and support the project team achieving the set objections.
  • Identify Operational challenges in the project and ensure timely interventions and support to overcome the same in close co-ordination with project team and CHIQ.

ROLES AND RESPONSIBILITIES

Techno-managerial role:

  • Overall techno-managerial assistance to the project team on identification of participants and conducting training and capacity building programs (life skills, digital literacy, financial literacy, gender, entrepreneurship, career counselling etc.)
  • Lead and anchor enterprise setup and promotion interventions for the selected participants.
  • Lead and anchor skilling and employability enhancement interventions for the selected participants. 
  • Represent CARE India amongst relevant ecosystem actors including nodal government departments for convergence opportunities and market players for enterprise and placement promotion and support.  
  • Strengthen and enhance the technical quality of all project’s components through continuous and close coordination and feedback to the project team.
  • Develop quality documents of project interventions including reports, knowledge documents with support from project team. 
  • Ensure that the project is implemented in line with project design and as per quality /standards.
  • Manage timely roll out /implementation of the project activities as per the defined activities of the project shared in project brief.
  • Initiate measures to modify strategy, plans and approaches of the project to ensure achievement of projects goals and objectives.
  • Promote innovative approaches and interventions in the project. 
  • Develop detailed implementation plans and support the project team achieving the set objectives.
  • Identify Operational challenges in the project and ensure timely interventions and support to overcome the same in close co-ordination with project team and CHIQ.
  • Timely engagement and reporting to CISSD’s support office (CSO) including Economic Development Unit, Impact Measurement Unit, Regional Hub and other key departments. 
  • Supervise project work plan progress vs targets/ indicators, evolve change management strategies, timely submission of accurate MIS & all other reports, address capacity building needs for all district staff. 

Supportive Supervision:

  • Manage administrative reporting and HR functions following up to performance plan supported by project team.
  • Ensure correct flow of monthly MIS and project reporting with case studies and other intervention and research initiatives on the ground also are successful to produce desired outcomes. 
  • Mentor and counsel staff, to address issues around performance and support to strengthen relationships within & among team/s.
  • Lead day-to-day administrative and office management functions like recruitment, leaves, monthly plan & review, performance appraisal. 

Convergence and Partnerships:

  • Establish CARE India as a strong development agency with donor, state, district and local administration, and line departments (State Skill Development Corporation, Training Partners, Sector Skill Council, DC-MSME, Financial Institutions, etc.)
  • Facilitate schematic linkages to support target groups of the project. 
  • Identify and develop a mutually beneficial relationship with diverse agencies both public and private and other networks for branding, funding opportunities, resource support, etc.

QUALIFICATION & EXPERIENCE

Essential:

Academic qualification: PGDM – Rural Management / NGO Management / MA in Rural Development / MBA in Agribusiness Management / MA in Social Work or higher degrees in similar thematic areas from reputed Government & esteemed College / University in the state / country.
Minimum 8 years’ experience in implementing similar projects on promoting women and youth entrepreneurship, skilling and employability enhancement. 

Preferred: 

  • Proven work experience in the following technical competencies will be preferred women entrepreneurship, skilling and employability enhancement, financial and digital inclusion, life skills, feasibility studies, and business plan development, gender equality, access to entitlements. 
  • Demonstrated experience in team leadership and project management including recruitment, planning, budgeting, grant administration, team building, supportive supervision to a large field team with community based cadres, managing experience of HR, mentoring, project finance & accounting, procurement and MIS systems with strategic communication and reporting skills in English. 
  • Familiarity with Monitoring & Evaluation and MIS systems with basic knowledge of MS Excel.
  • Good documentation skills for developing quality narrative project progress reports.

  • Planning skills demonstrating effectiveness in design, decision making, reporting, accountability, ownership and mentoring to produce timely results
  • Good writing and Oral Communication skills in English and Hindi. 
  • Proficiency in MS Office Suite mainly Word, PowerPoint and Excel.
