Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.  PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders.

Deliverables:

The Public Health Specialist will lead the Bihar team in developing and implementing mentorship programs for doctors at district hospitals and administer program to ensure appropriate and effective program delivery systems, services and operations conducted within the framework of interdisciplinary and multi-partner collaborations. Major duties and responsibilities will include-

  • Explore partnership with reputed medical institutions and professional bodies in Bihar and national/international level for their engagement and support in the mentoring program;
  • Responsible for program planning, development, and implementation, program monitoring and evaluation, policy and procedure development, budget planning and monitoring, contract or grant negotiation and administration, and programmatic consultation, training and technical assistance for the program delivery.
  • Assume full program responsibility with considerable independence and will be viewed as the principal representative in the state for implementation of the program.
  • Supervise the work of professional and technical staff involved in providing and managing the program, exercise substantial authority and discretion in the supervision of staff.
  • Closely coordinate program activities with other stakeholders and professionals, and represent PHFI at various forums.
  • Converses with, writes strategic documents for, and creates/delivers presentations to various internal and external stakeholders. Leads discussions with senior leaders and external partners in ways that support strategic planning and decision-making and seeks a consensus with the stakeholders.
  • Identifies underlying differences and resolves conflict openly and empathetically.
  • Probes underlying issues to generate multiple potential solutions and proactively anticipates and prevents problems.
  • Responsible for program activities performed by staff or through contractors or authorized service providers.
  • Oversees overall field operations related to implementation of the program (i.e. mentor’s scheduling, site arrangements, regional meetings and workshops, documentation, visit coordination etc.).
  • Attend and participate in stakeholders meetings, and other meetings as needed.
  • Maintain close and appropriate communication with the Govt. of Bihar Officials, partner organizations, faculty, experts and hospital functionaries.
  • Play an integral Role in organizing and managing National and Regional Level Meetings; this involves human resource and logistical issues.
  • Coordinating with the partners, sponsors, national and regional faculty and trainees to ensure that critical issues are addressed in a timely manner.
  • Attend and participate in stakeholders meetings, and other meetings as needed.
  • Preparing implementation plan including critical key activities and milestones, time lines, resources requirement and utilization plan for key components, structure/mechanism to identify bottlenecks, develop algorithms to keep track of process and progress of program.
  • Prepare and closely monitor field visit plans of mentors, consultants and other staff.
  • Preparing and disseminating in-advance micro-plans for district hospitals and clusters with seamless networking for real time coordination and communication between partners.
  • Conducting regular supervisory and monitoring field visits for quality assurance and problem solving.
  • Budgeting and proposal writing as guided by the supervisor.
  • Develop technical documents, training material, SOPs and policies relevant for effective and quality service delivery in district hospitals.
  • Assist experts in compiling training materials and SoPS.
  • Develop monitoring and assessment checklists.
  • Prepare periodic reports for sharing with funder and stakeholders.
  • Draft program progress reports, as well as any other reports as per the requirement of the program or as designated by Program Director.
  • Writing documentation papers and scientific reports.
  • Writing proposal and budgets.
  • Travel as and when required.
  • Any other task as assigned by the Deputy Project Director, Project Manager & Project PI.

MBBS with Masters in Public Health/MD Community Medicine/other post graduate medical/public health qualification

Experience:

Desirable:

  • Minimum 10-15 years of work experience with 5 years’ experience in leading and performing public health program planning, development, coordination, evaluation or implementation, technical assistance and consultation, quality assurance and service delivery is required.
  • Experience of conduction of training and development of training material, proposal writing, project management, experience of the liaison with the diverse stake holder desirable.
  • Field experience of working in public health, private sector and National Rural Health Mission desirable.
