Job Opportunity for State Specialist, Digital Health Systems at IHAT in Lucknow

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Specialist, Digital Health Systems will be responsible for leading team of Associates, Digital Health Systems in designing, developing and testing of digital systems/solutions. A successful candidate will have a strong technical ability, multi-tasking skills, ability to work in a flexible environment. Specialist will report to Deputy Director/Team Lead, Digital Health Systems.

Key Responsibilities:

Key Deliverables expected from the Job Role:

• Lead the team of Associates in managing, designing, developing, testing and deploying public digital health solutions considering technology advancements and fitment to India context including integrating various applications also engage with design, selection and implementation of different ICT/ digital solutions and platforms with Service Providers /Vendors;
• Manage the lifecycle of different software/applications, project lifecycles and have operational knowledge of integration of various technologies and applications in ICT domain from different sources with varying standards;
• Monitor, review and manage the progress of planned digital/ICT intervention and their outcomes for health systems
• Organize and lead all Digital Health related meeting with external stakeholders like government bodies (state and central government), vendors and with other team of UPTSU
• Work closely with clients and cross-functional departments to understand and develop business and systems requirements, ensure development according to requirements, manage project timelines, user testing (UAT), training and deliverables;
• Participate in the negotiation of Information Systems equipment, software and services;

Key Inputs expected from the Job Role:

• Experience in the full software development lifecycle, from conception, architecture definition, detailed design, scoping, planning, development of business requirements specifications (BRS) and system requirement specifications (SRS), project implementation, testing to documentation, delivery and maintenance;
• Good understanding of emerging technologies and frameworks such as IoT, Big data analytics, artificial intelligence, block chain, cyber security, etc. and developing innovative & public health solutions based on the above;
• Extensive knowledge of data/network security, application architecture and design of software applications/IT Infrastructure, cloud management in public health domain
• Project management, planning, architect, best practices & documentation, project execution, data analysis
• In Depth Knowledge regarding the components of Micro services, Spring Boot, J2EE, JavaScript, JQuery, Node JS, SQL Server, PostgreSQL, Mongo DB, My SQL, Android SDK, REST and JSON, working experience with third-party libraries and APIs
• In Depth Knowledge regarding the components of Micro services, .NET/PHP/Python, MSSQL, MYSQL, PostgreSQL working experience with third-party libraries and APIs.
  Management of large-size level software/system(s)

Work Experience:

Essential experience:

• Have 6 to 8 years of work experience in IT & ITES sector, digital projects, government (e-governance) assignments;
• At least 4 years’ of professional experience in software development

Preferred experience:

• Experience preferably in IT/digital projects in public/development sector
• Experience in leading teams of developers;

Education:

Required Qualification:

• B.Tech/ MCA in Information Systems and Management, Computer Science, Computer Engineering, Information Technology or equivalent

Preferred Qualification:

• Have MBA degree
