PROJECT DETAILS 

The Khushi Project is based on the principle that an integrated program combining school readiness and overall developmental opportunities for children in the age group of  3 to 6 years contributes significantly in the life of children and further develops     a strong foundation for primary and life long schooling. The project will work towards enhancing quality of early childhood education in selected Anganwadi centres/Balvatikas  in three blocks of Balrampur district in Uttar Pradesh. 

Overall Goal of the project is that Children, in the age group of 3 to 5 years, access quality preschool education services through improved 52 Anganwadi centres/Balvatika in Balrampur district, Uttar Pradesh and are ready to transition smoothly into primary grades.

Specific Objectives:

1.To provide safe and stimulating learning environment in Anganwadi/Balvatika for children

2. To ensure teachers and Anganwadi Workers use gender sensitive resource materials/tools and skills to impart age-appropriate preschool education (curriculum, content, assessment)  

3. To ensure Parents have gender sensitive attitudes and beliefs, knowledge and skills to support developmental needs of their children at home

JOB SUMMARY

The Technical Associate is responsible for the capacity building of frontline workers (AWWs, ASHA, AWHs, ANMs, AW Supervisors), project teams including front line staffs, support in documentation like preparation of activities report, quarterly progress report, annual progress report of the Khushi project in Balrampur, Uttar Pradesh.

The position is responsible to strengthen the functionality and quality of service delivery of the government’s Integrated Child Development Services (ICDS) Program to improve the developmental needs and well-being of children below 6 years of age of 3 blocks in Balrampur district of Uttar Pradesh. The project will continue till March 2025, will enable existing government supported systems to provide quality supervisory support to field level functionaries in delivering a quality preschool education program and ensuring holistic development of young children through quality education.

To achieve the above, this position is responsible for the capacity building work of frontline workers, project team, documentation of the same as well as coordinate with the project team, counterparts within the project team and government counterpart for releasing order for training etc. 

S/he must ensure that all capacity building activities meet the operational standards, prescribed protocols & benchmarks.  S/He is responsible for coordinating, facilitating and providing necessary support to the project team in identifying training need and scope. 

This would entail ensuring that the activties delivers in time and quality the set goals and achieves the desired impact. This includes development of training plan and its implementation and supervision.     

S/He will also be responsible for adequate and appropriate documentation and also submission of reports as and when required. The capacity building officer will be responsible for developing effective relation with team and leading the capacity building plan with support of team. S/He will also be responsible for systematic dissemination of the learning and contributing to the elaboration of CARE-India’s ECD strategies. S/he will follow CARE’s systems and processes for all administrative and financial management.

Linkages with ICDS, Education and other stakeholders based at State, District & Block level will be built in this endeavor to work on the entire age group and needs of the 0-6 years which is at present being handled by various ministries. 

S/he is also responsible for upholding organizational core values, program management and achieving results in a defined geographical area.

ROLES AND RESPONSIBILITIES

Continuous and Comprehensive capacity building program for teachers/AWWs and supervisors with a gender lense:

  • Be responsible for coordination of program activities for developing understanding on child development and work towards ensuring early literacy skills and other development milestones of the child
  • Identification of Capacity Building Needs in the field of Preschool Education
  • Conduct training program as per emerging need in ECE i.e. developmentally appropriate thematic preschool curriculum and teaching pedagogy 
  • Ensure common understanding on gender equity, and curriculam, pedagogic principles amongst, children’s growth monitoring, health and hygiene in line with CARE approaches and principles.  
  • Provide inputs in program reviews and support in framing strategy for better outcome.

Material Development

  • Identify relevant organizations and resource persons that may develop/guide development/validate materials prepared within the project.  
  • Develop/Procure learning material on select themes
  • Contribute to the development of manuals; provide feedback on material developed by resource persons/organizations as required.
  • Coordinate material development with consultants.
  • Take lead in creation of children resources and AWW support material
  • Developing content for engaging parents for informed and gender sensitive child rearing practices and stimulation in early years at home 

Documentation 

  • Ensure documentation of training at all levels.
  • Undertake field visits and provide insights on strategy and implementation
  • Ensure timely feedback on reports and other documents prepared by team members

Emergency Response & Disaster Preparedness:

  • Provide support to the emergency response and become readily available for deployment.
  • Undertake the specified role and responsibilities identified as part of the CARE India Emergency Roster.
  • Be familiar with CARE emergency protocols and respective roles as per the functional area under which member has been nominated.

Others

  • Identify advocacy issues and provide support at district and state level
  • Provide inputs to proposals being developed. 
  • Contribute towards the overall strategy development of the program
  • Coordinate government and donors visit on as when required 
  • Maintain Government relations at the district and sub district level as suggested by the supervisor or Project Manager
  • Providing requisite support towards monitoring quality of project activities
  • Responsible for completing any other project activity as instructed from time to time by the Project manager/Regional Program Director/Director Programmet.

QUALIFICATION & EXPERIENCE

Essential 

  • A postgraduate in Education, Child psychology, social work or social sciences /gender from any recognized university.
  • Experience/Knowledge on national programs especially of WCD and ICDS
  • Must possess excellent English language skills
  • Good facilitation skill for organizing trainings 

Preferred

  • 3 to 4 years working experience in handling training especially of AWWs, ASHAs and ANMs. 
  • Prior experience of working in field of pre-primary or elementary education, Gender, Policy
  • Advocacy in Education and child Nutrition. 
  • Familiar with local language
  • Understanding of gender and inclusion issues in school education
