Brief on the Organization:
The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders.
Project brief:
Effective public health interventions need to be assessed for efficiency in order to optimize results and justify investments especially under conditions of uncertainty and resource constraints. The COVID-19 epidemic has presented unprecedented situations where decisions had to be taken based on limited evidence available in order to save human lives. Vaccines have been identified to be the mainstay of the public health response to the epidemic. In India, five vaccines have been granted Emergency Use Authorisation (EUA) and are being delivered through multiple modes. Efficiency of vaccine delivery needs to be established to maximize results and formulate policy in the long run.
This study is potentially the first full economic evaluation to be conducted in India with all the vaccines and their modes of delivery and also the first to assess cost of illness for COVID-19 diseases. The study would aim to assess the relative efficiency of the five COVID-19 vaccines granted EUA by their modes of delivery through a complete economic evaluation. A full economic evaluation would be conducted using a decision tree model. Outcomes would be measured in lives saved and Quality adjusted life years gained by vaccination. A community level cross sectional study is planned for primary data collection. The study would establish the relative efficiency of each vaccine granted EUA over the other by their individual modes of delivery. Final results would be presented as Incremental Cost Effectiveness Ratios (ICER).
Deliverables:
- Undertake literature, search and complete systematic reviews.
- Develop economic evaluation models.
- Undertake data collection.
- Help in completion of data analysis.
- Help in report writing in consultation with the PI.
- Develop manuscripts based on the research and prepare for publication.
- Prepare and deliver presentations of the study in conferences/meetings as necessary.
- Contribute to teaching/training activities as necessary.
- Liaise with local level bodies to plan and facilitate data collection.
- Liaise with other agencies as necessary.
- Liaise with other departments of IIPHD and PHFI as necessary.
- Coordinate with the finance department of PHFI to ensure financial compliance and reporting requirements.
- Complete data collection as per protocol.
- Ensure archival and storage of data as per protocol.
- Complete data analysis.
- Complete final research report.
- Ensure compliance with ICMR requirements as per the contract.
- Travel as and when required.
- Any other related tasks as assigned by the PI.
Qualification:
Desirable:
- A University Degree with relevant qualification in Public Health.
- Qualification in health economics/ research methods, especially quantitative methods/ Specific courses undertaken in economic evaluation /model based economic evaluations / Specific courses undertaken in systematic reviews/ Specific courses in data analysis will be preferred.
Experience:
Desirable:
- Around 2 year of experience in related field
- Experience in primary research
- Experience in data analysis
- Experience in scientific writing
- Past experience in conducting economic evaluations
