**Job Overview:**

Evidence Action, in partnership with the State Jal Jeevan Mission (JJM) in Andhra Pradesh, is establishing a State Program Management Unit (SPMU) to support the integration of in-line chlorination programs into state budgets.  The Manager, SPMU will play a critical role in understanding the budgetary processes of the PHED in Andhra Pradesh and facilitating the inclusion of in-line chlorination programs within state financial planning and procurement processes.

**Responsibilities:**

* Lead the development and management of budgets for in-line chlorination programs.

* Collaborate with AP PHED officials to meet budgetary and procurement requirements.

* Report to the EAII Advisors national team on the development of state-specific frameworks, procurement tenders, and SOPs.

* Act as a liaison between EAII Advisors and AP PHED on budget planning and procurement.

* Develop and organize workshops and training sessions for state and district-level officials.

* Establish and maintain monitoring systems to track program allocations, procurement outcomes, and compliance.

* Develop comprehensive documentation and reports to support the integration of in-line chlorination into state-level budgets.

**Requirements:**

* Master’s/Post Graduate degree in Economics, Public Administration, Public Finance, Business Administration, or a related field.

* Minimum 6-8 years of experience in budget management, financial planning, or procurement, preferably within the water sector.

* Proven experience working with government agencies, particularly in budget planning and/or procurement processes.

* Strong understanding of public sector financial processes, especially in relation to rural water supply and sanitation programs.

* Experience in preparing financial reports and documentation for large-scale government projects.

* Excellent communication skills in Telugu and English.  Hindi preferred but not mandatory.
