Position Description:

This position will play a pivotal role in ensuring robust financial systems and controls exist within the organization. S/he will be assist  Associate Director – Finance & Systems in making the real time data available to the management for their decision making. S/he will also assist in ensuring compliances to internal policies, statutory matters and donor regulations. Process improvement will also be an an area the incumbent will be responsible for.

Job responsibilities – areas included but not limited to

KEY ROLES & RESPONSIBILITIES:

Financial Management Systems

  • Ensure timely payment to all the vendors as per PCI policy
  • Periodic reconciliation of Accounts payable and accounts receivable
  • Adherence of internal control system per organization policies
  • Review of monthly payroll in coordination with external agency & timely payment release.
  • Analysis of Cash Flow and Fund Flow
  • Web Banking Automation /Maintaining bank relationships for HO and SPO
  • Prepare the organization’s financial statements
  • Processes the disbursements of funds; review and approve invoices, purchase orders, and requisitions.
  • Verification of invoice vouchers and processing of payments
  • Responsible for system administration of PCI India’s accounting software.

Financial planning and budgeting

  • Assist in the compilation of annual budgets, reforecasting and repurposing the budgets
  • Update ERP with the grant budgets
  • Analyse budget vs actuals and support preparation of MIS 

Cash and Bank Management

  • Actively engage with the Bankers to get best deal and timely services from them
  • Maintain appropriate controls over payments and receipts
  • Manage Web Banking
  • Ensure adequate liquidity is maintained at all offices of PCI in India at all times.
  • Properly manage investment of idle funds in secured term deposits
  • Prepare and review bank reconciliation statements on monthly basis and get the same validated by Senior officials in the finance function
  • Ensure that local funds are not deposited in the FCRA account(s) and vice a versa;
  • At all times ensure that all banking operations are aligned to approved authorization and approval matrices and regulatory requirements

Accounting, finance, audit and compliance 

  • Accounting, finance and audit
  • Oversee and manage the general accounting functions
  • Inform the teams across the organization about financial systems and processes
  • Proactively support and deliver various tasks as delegated by Line Managers and Senior Director Finance & Systems for achievement of overall functional goals
  • Responsible for maintenance of accounts as per accounting standards and Income Tax Act
  • Ensure timely data entry and monthly closure of books of accounts
  • Regularly review (monthly) the General Ledger and make any necessary rectification entries from time to time
  • Review monthly advance status of staff, approve petty cash verification by Finance Officer and review monthly bank reconciliations.
  • Ensure all vouchers and documents are properly filed and labelling is done for easy retrieval
  • Provide suggestions for improving finance processes
  • Periodically review and analyze expenditures and recommend areas of controls/ improvement / actions
  • Maintain a register of exception on pending documentation and to follow up with the respective team(s) on its closure
  • Support line managers and the team during internal audit, statutory audit and project/donor audits
  • Responsible for periodic reconciliation of FAR with books of account

Compliance

  • Ensure compliance with FCRA regulations and Income Tax Act and GST etc.
  • Responsible for submission of all applicable statutory returns including PT, PF, TDS, IT and FCRA etc
  • Ensure compliance of finance policies and procedures for each transaction
  • Ensure appropriate taxes and levies as required statutorily are appropriately deducted / paid
  • Coordinate with Tax consultants to ensure complete compliance at all times
  • Responsible for accurate and timely filing of returns related to Income Tax, FCRA, GST

Qualifications and Experience:

  • The ideal candidate must be a Commerce Graduate or any relevant qualifications with an experience of about 5-7 years. MBA or professional accounting qualification – CPA/CA/ICWA or equivalent is desirable;
  • Experience of working in the finance function of an INGO, multi-cultural environment
  • Broad knowledge and understanding of accounting and budgeting in INGOs.
  • Experience of working on ERP packages
  • Excellent communication skills
  • Able to adapt well to changing priorities

Skills and competencies

  • Sound academic knowledge of taxation – both direct direct taxes pertaining to TDS and GST
  • Knowledge of cost centre based accounting
  • Interpersonal and Coordination skills
  • Basic Business Correspondence skills
  • Problem Solving skills
  • Language skills (proficient in English)
