About us:

Hasiru Dala is the organization of wastepickers and informal waste collectors in Karnataka and Andhara Pradesh. Hasiru Dala strives to integrate marginalized wastepickers into the solid waste management framework by utilizing their expertise in the domain and create livelihoods opportunities . Hasiru Dala also enables access to social security benefits to improve their quality of life. These include government issued occupational ID cards that give them a sense of identity as well as access to financial inclusion, health insurance schemes, educational scholarship and loans for their children’s education and run their own enterprises- DWCCs. We also provide training to wastepickers to become professional service providers and entrepreneur wastepickers to understand the basics of running a business.

About dry waste collection centres (DWCC):

Dry waste collection centre (DWCC) is the effort of BBMP to collect, sort, grade and aggregate dry (inorganic waste) that will increase recovery, divert the waste from landfill and reduce burden on the requirement for centralised land for dumping waste.

In the DWCC’s in operation, the waste inflow is Approximately 37% of the Dry waste is collected in these centres which is handling of 1 to 2.5 TPD. The DWCC’s are operated without any operations and maintenance expenditure requirement from the BBMP. Door to Door collection by DWCCs, this strategy has proven to have a potential to be economically sustainable, has made path breaking effort to integrate wastepickers and small scarp dealers in the city. However, bringing common minimum standard or the operation of DWCC is essential and bringing citizen and other solid waste management stakeholders close to these facilities is crucial for its 100% utilization.

Job description:

Hasiru Dala is looking for Program Manager to organize and coordinate. The program manager will provide strategic guidance to team and work with other managers to implement livelihoods related projects that are inclusive of informal sector. Majority of the work is related to functioning of the DWCCs. The ideal candidate will be an excellent leader and will have experience in managing staff and people from community as well. They will also be able to develop efficient strategies and oversee the progress of operations.

The goal is to ensure that all projects deliver the desirable outcome for the betterment of waste pickers.

Deliverables of this Role:

• Program management: The candidate is expected to hire or assign the work, undertake the training required, if any, for the work, roll out the project and meet deliverables by deadlines and ensure the results are achieved. Any skills related to research will be appreciated. Ensuring timely delivery of high quality work from the program; enabling capacity building of self and teams to constantly improve outputs and outcomes. Develop program assessment protocols for evaluation and improvement. Write Project proposals for fund raising for the program. Maintain MIS and coordinate in data
collection required for reporting purpose as well daily functioning of DWCCs.

• Team management: The candidate is expected to lead the team, giving them direction, overseeing quality, nudge them to build their capacity and ensure they are able to deliver the desired results. The team comprises young, passionate individuals.

• Communication: This involves writing and oversee report quality, writing policy notes and communication in general. Liaison with BBMP, citizens, developmental organizations to bring value to the program.

• Being Informed: About news from the world of work and more generally and intellectual inputs based on these and the candidate’s own ideas, in the context of Hasiru Dala’s work.

• Building relationships and networks: Being aware of the goings-on, meeting policy makers and other actors, building relationships and working with such actors.

• Advocacy: Undertake advocacy with partners and teams with various stakeholders in line with Hasiru Dala’s mission and specific project objectives.

Structure and Reporting:

The Manager will report to the executive Director and collaborate effectively with a diverse group of internal and external teams.

Person Specifications:

1. Postgraduate with prior Field Experience at least 5 years of working with Development organisations in management roles.

2. Knowledge of solid waste management and understanding of informal sector working in waste management.

3. Proficient in MS office

4. Ability to speak and write fluent English and Kannada. Should also be able to speak Hindi.

5. Have skills like managing timeline, budget, and ability to work with various stake holders.

6. Demonstrated ability to manage relationships with citizen groups, partners, funders etc.,

7. Ability to work with people from various social and economic backgrounds.

8. Excellent communication skills

Preference shall be given to female candidates. We expect commitment of minimum two years.

Location: Various wards across Bangalore
Renumeration: Depending on experience and as per standard.
