About the role:

PHDMA Odisha is working with Indus Action to build a zero poverty (on MPI scale) achievement roadmap for Odisha. This mission will be aligned to 2030 SDG vision and 2036 vision (100 years of State formation) for Odisha that is being developed by the CMO. Indus Action is looking for a senior policy practitioner & systems leader who can work within PHDMA PMU sensing data across all line Departments and civil society to build this shared roadmap. A minimum of 2 year commitment for the duration of MoU, with an opportunity to renew within the same project or within the Indus Action’s leadership track. 

Responsibilities:

Primary responsibilities include:

Stakeholder management:

  • Managing Government Partners (PHDMA, respective line departments) at the state level around common poverty alleviation or scheme delivery objectives
  • Lead partnership with onground NGOs and other civic bodies
  • Engage with government functionaries at different levels (state to panchayat) in the form the programme design, capacity building and monitoring
  • Lead a small team of professionals within Indus Action and collaborate closely with PHDMA team members
  • Serve as the face of Indus Action in the state

Monitoring and Evaluation

  • Add value to the existing monitoring and evaluation system of PHDMA; strengthening processes and articulate insightful policy brief using existing data sets.
  • If required, design and manage additional monitoring and evaluation frameworks to gain further insight from the field.

Data Management:

  • Sensing welfare implementation data across all line departments and other civil society organisations and ensure a shared road map
  • Analysing program data and ensuring high quality of the data collected through periodic checks and sharing feedback with stakeholders and team.
  • Engage with external organisations like IDinsight (not limited to) for advanced data analysis, when necessary, by defining objectives and tracking progress. 

Strategic Planning:

  • Engaging in brainstorming and ideation sessions with the internal teams and external stakeholders (line departments, consultants, academia and CSOs.)
  • Supporting active cultivation and maintenance of relationships with Regional Advisory Board Members of Indus Action, Member Secretary of PHDMA, OSD, key Consultants and Internal Support Functions – Capital Partnership, Learning Platform and Public Partnership team.

PMU Operations:

  • Oversee the PHDMA programme operations and ensure convergence internally and externally wherever required.
  • Support development of new project strategies and engage with partners for building strategic partnerships for the PoWER hypothesis with the PHDMA project.
  • Build decentralized capacity of team members to manage data work flows and data systems and reporting mechanisms.
  • Engage with PHDMA on impact trend analysis and support team members to refine execution plans for optimizing impact.

Knowledge and Technical Skills:

  • Large scale project management skills
  • Capable to work with Government functionaries and drive the project towards the mutual goal
  • Capable to navigate solution through complex situation in programme management
  • Strong analytical (data/evidence gathering, analysis and interpretation, hypotheses framing and validation).
  • Excellent communication and interpersonal skills
  • Strong Excel capabilities
  • Comfort with technology usage and products
  • Working knowledge of Odiya will be added advantage
  • Facilitation skill

Compensation: 

The Lead will be compensated based on Indus Action’s compensation benchmarking rubric – 9 to 15 LPA
