PATH is collaborating with the Public Health Department of Maharashtra to strengthen the comprehensive management of sickle cell disease. This initiative involves delivering technical assistance at the state level, with targeted interventions specifically in Nandurbar and Gadchiroli districts for a duration of two years.

PATH is currently seeking a Program Officer On Third Party Payroll- (Randstad) for its Sickle Cell program based out of Nandurbar and Gadchiroli, Maharashtra. PO should be a skilled and enthusiastic public health professional and will need to work closely with District Public Health Department. The ideal candidate should have thorough understanding of public health programs on blood disorders in India and capable of coordinating multiple activities in coordination with public health department. He/she will contribute to improve the functioning of health workforce, identify challenges and priorities, and efficiently use available resources to meet and contribute to the strengthening of project on sickle cell disease. This role will report to the State Technical Officer- SCD based at Mumbai.

Roles and Responsibilities:

  • Technical Assistance to district health administration in planning and executing the operational plan for sickle cell disease interventions aligned with National Sickle Cell Anaemia Elimination Mission.
  • Assessing training requirements, preparing district plans for capacity building of various cadres of health workers including Lab Technicians, ASHA, ANM, CHOs, Medical officers etc.
  • Support STO-SCD in developing knowledge products such as Standard treatment protocols, planning templates and training resource material for capacity building under the project.
  • Developing phase wise plans for conducting universal screening of all population under 40 years of age in assigned district/s in a time bound approach.
  • Enhancing the roll out and uptake of the National Sickle Cell application launched under the National Sickle Cell Anaemia Elimination Mission in assigned district/s.
  • Supporting districts to demonstrate the Continuum of Care models to strengthen referral linkages across spectrum of facilities for assured delivery of care for Sickle cell disease.
  • Conduct a gap assessment of available diagnostics and drugs to identify bottlenecks in availability and supply followed by concerted efforts to streamline supply chains.
  • Coordinating with stakeholders and district level administration for introducing innovations in the point of care diagnostics tests for Sickle Cell
  • Assisting in organizing regular progress meetings with district authorities for monitoring of the program
  • Assisting in planning and facilitating state level workshops with attended by district level authorities
  • Preparing monthly/quarterly monitoring reports in prescribed format for the tracking of the progress and submitting it to district and state level authorities.
  • Supportive supervision for the improvement of diagnostics services to build the field sickle cell screening facility in the public health system.
  • Facilitating monthly patient support group meeting with identified Sickle Cell Patients at Sub centre level.
  • Assisting district authorities in coordinating Tribal Development department at district level
  • Assisting district authorities in making annual budget plans (District Health Action Plan) and proposals for PIP.
  • Coordinating and facilitating with district level administration for the institutional linkages, patient support groups and patient support systems for creating a robust system for seamless forward and backward referral linkages for continuous, longitudinal, and quality care for sustainability of the program. 

Required Skills and Experience:

  • Any medical graduate (MBBS/BAMS/BHMS/BDS) with the Masters in Public Health or Masters in Healthcare Management from recognized university.
  • Minimum 3 years of experience in the field of public health preferably working with district/state governments or other national and international organizations.
  • Experience of working with a project on sickle cell/blood diseases is desirable.
  • Prior work experience with district or state government will be preferred.
  • Deep understanding of the National Health Mission, National Sickle Cell Anaemia Elimination
  • Mission, and other related public health programs.
  • Strong collaboration skills and ability to work in cross-functional teams.
  • Strong command of English and Marathi is preferred.
  • Strong communication skills, including the development of compelling presentations with the ability to translate technical content and results in formats suitable for various audiences. 

Travel: The position requires undertaking frequent visits within the intervention districts and other districts of the state as per the requirement to ensure timely completion of project activities in the state.
