Established in 1993, Y.R. Gaitonde Centre for AIDS Research and Education (YRG CARE) is a premier non-government organization providing comprehensive HIV services in India. Its objective is to provide prevention, care, support and treatment services for people living with HIV/AIDS, to prevent new infections, and to ensure that patients and their families are treated with dignity. It is one of the sub-recipients of Johns Hopkins University (JHU) for the ACCELERATE program, a five-year program supported by United States Agency for International Development (USAID) in India.

ACCELERATE

The overarching goal of the ACCELERATE program is to implement, evaluate, and transition sustainable and novel models of HIV testing and care. The ACCELERATE program will provide technical assistance (TA) to National, State, and District HIV/AIDS programs to deliver comprehensive HIV prevention and treatment services to vulnerable populations including people living with HIV, key populations (KP) and their partners; and Orphan and Vulnerable Children (OVC).

Job Description

The Technical Expert is a key member of the project team who will be supporting in the project management and technical advice. This project is looking for a seasoned expert to be based at TSACS, who will work with project team and SACS. The incumbent will be reporting to Deputy Program Manager of ACCELERATE Project. The specific duties will include:

To support TSACS in reviewing Annual Action Plan templates and guidelines shared by NACO and develop a plan for the development of the districts and state annual action plans in coordination with the divisional heads of TSACS.

To support TSACS in conducting district annual action plan meetings and provide inputs to DAPCUs on developing annual action plans in coordination with divisional heads of TSACS.

To provide technical support to TSACS in enhancing the program performance, with special reference TI (in the absence of TSU/SETU), for the ongoing financial year and recommending strategies for the upcoming year in the annual action plan. To extend support to TSACS in overseeing the implementation of SSK, DISHA, OCS, and prisons, in close coordination with partners.

To co-ordinate and leverage the resources available from other departments such as NHM and line departments for the activities planned in the annual action plan.

To provide strategic technical support in the project implementation in the four additional districts, with special reference to coordination with DAPCUs, implementation support and joint review of additional districts, and facilitate data sharing.

Technical support to ACCELERATE activities in additional districts including index testing and follow-up of MIS/LFU cases on treatment. The Technical Expert will ensure that the data is shared with the project staff so that the project staff accomplishes the desired task to improve the cascade at the designated facilities.

To provide technical inputs for various indicators of the NACO score card which are used to measure the progress of 95-95-95 of the HIV cascade.

To extend need-based technical support to the capacity-building initiatives of TSACS including the capacity building of line departments.

To extend technical support to TSACS in the interventions on stigma and discrimination.

To facilitate the ACCELERATE team in the coordination and timely implementation of USAID-supported activities in additional districts and transition of project activities with special reference to index testing for spouses and children through ICTC and ART counselors in 20 priority districts.

Any other tasks assigned by the Deputy Program Manager of Project ACCELERATE, in coordination with PD/APD of TSACS and SPMU, based on the programmatic need.

Requirements

Qualifications and Skills

  • Candidate should be qualified with MSW/MBBS/MPH and at least 8 years of experience in managing or associated with program management in HIV & AIDS Programs at the State / National level.
  • Knowledge about existing policy and community-level expectations/issues related to the National AIDS Control Program is a must.
  • Excellent written and oral communication, liaison, and negotiation skills. Fluency in Telugu is a must.
  • Experience working with TSACS is preferred.
  • Self-motivated, with a strong ability and drive to lead project activities independently with minimal supervision.
