The global health sector is undergoing a digital transformation in its ongoing commitment to solve health challenges and increase health equity. Our work focuses on supporting countries in using data and digital tools and approaches to accelerate and amplify their health investments, achieve their health outcomes, and increase health impact. An important driver and component of that work is the digital transformation of global health. The Digital Health Team works with government ministries of health, the private sector, and donors to improve the use of digital technologies and data for improved health services.

We are maturing the field by improving coordination and alignment of both the donors that fund digital health projects and the community that implements them. We are improving the open-source digital health software ecosystem and the capacity of governments to choose, maintain, and use these global goods. This increased coordination and matured software ecosystem will allow low- and middle-income countries to effectively manage their own regional and country digital health systems, thereby reducing reliance on development technical assistance over the longer term and improving health impact.

PATH is recruiting a Director of Digital Health to provide leadership, management, and digital health expertise to our South Asia project portfolio. The Director will report to PATH’s Country Director – South Asia, taking on the following responsibilities.

Responsibilities:

General leadership, management, and oversight:

  • Provide vision, overall leadership, and oversight to staff focused on digital health in the South Asia region to ensure quality implementation of organizational digital health strategy, project delivery and positioning with donors and governments.
  • Uphold the standards of PATH to lead a high performing team, and ensure strict compliance to donor and PATH policies, regulations, and internal controls.
  • Hire, onboard, and retain top middle-management talent for digital health. Build resources for the future of digital in public health.
  • Lead teams working on digital health projects in diverse low-resource settings with multi- dimensional teams and stakeholders.
  • Partner with governments and support governments’ vision to develop and implement digital health programs, policies, and implementation processes. 

Digital Health Strategy:

  • Serve as a strategic thought partner to the India Country Director on all digital health, data, and technology approaches to enable implementation of the organizational strategy.
  • Conceptualize, develop and lead PATH’s priorities and approaches in health information systems and digital health across South Asia.
  • Benchmark globally emerging digital, digital health and innovation trends and provide expertise on all the digital aspects including helping the program teams on digital health strategy on expansion and investment opportunities.
  • Ensure PATH’s strategies and programming are integrated across multiple technical areas and disease verticals to maximize public health impact.
  • Ensure PATH’s strategies and programming is aligned with the National policies and guidelines on digital health, especially the Ayushman Bharat Digital Mission (ABDM) in India.
  • Monitor and anticipate the evolving needs of digital health networks in the region and position PATH to respond to those needs.
  • Ensure that PATH’s interventions leverage the latest trends and innovations in technology, including Artificial Intelligence, Machine Learning, Blockchain technology, personalization, etc.
  • Lead execution of digital health strategies at regional, country, and/or project levels to grow programming and impact regionally.
  • Effectively communicate PATH’s strategies and new directions to the Leadership Team and throughout the organization.

Digital Positioning and stakeholder management:

  • Position PATH externally, serving as a technical expert and external representative for Digitial Health, and support PATH’s global work in the space.
  • Represent PATH and build and maintain productive relationships with donors, project partners, and national government counterparts.
  • Position PATH as the government of India’s partner of choice in Digital Health interventions and policies.
  • Position with public health donors, pharmaceutical majors and technology leaders.
  • Lead collaboration and network development activities with national, regional (e.g., Asia eHealth Information Network), and global partners.
  • Assist project directors with national level program/partner management and resource mobilization.
  • Participate in global and regional panels, conferences and other events ensuring that PATH is represented in key stakeholder conversations locally and globally. 

Digital Health Programs:

  • Oversee an evolving portfolio of grant funded projects related to Digital & Artificial Intelligence and expand PATH’s portfolio in Digital Health.
  • Lead fund raising for Digital Health projects and projects requiring digital health interventions, in collaboration with program teams and the partnerships development teams.
  • Lead digital health teams for the design and implementation of PATH’s public health programs and organizational investments in the space of Digital Health in India with existing project and program leads.
  • Provide technical assistance to countries on the design and deployment of digital health infrastructure providing advice to governments, teams, and donors.
  • Collaborate with project staff to support and promote the establishment of guidelines, review data systems, and oversee adherence to the Digital Implementation Investment Principles, eHealth strategies, and standards.
  • Champion data use across different levels of the health system in the South Asia region.
  • Ensure digital health tools are scalable nationally and can be owned by governments
  • Review and provide oversight for project implementation and evaluation; review and approve all program reports and materials developed for public dissemination.
  • Ensure that the programs meet and exceed donor expectations of quality and delivery
  • Engage with National and State Governments for digital health innovations and for smooth functioning of projects.
  • Interface with donors for updating project progress and identifying focus areas.
  • Drive the development of a Digital Partner Ecosystem comprising software development organizations, mHealth and Tech4good partners who will support PATH in Digital program delivery
  • Work with PATH’s Global Teams on Digital Health projects and interventions.

Required Experience 

  • Advanced degree and/or training in Public Health, Health Systems, Management, Information Systems, Computer Engineering, Digital Health or other relevant fields.
  • 15+ years’ relevant experience in a similar organization, technology giant or the government with 10+ years in progressively responsible leadership roles in the design and/or delivery of public health programs and research with a preference for experience in working on Digital Health systems, etc.
  • Nationally recognized leader in digital health.
  • Track record of influencing organization strategic direction, planning and operations.
  • Strong technical knowledge of data engineering and infrastructure, and systems management and integration.
  • Relevant experience in delivering multiple systems integration solutions to government agencies
  • A good understanding of software architecture and having led a team developing successful digital solutions / software.
  • Proven ability of stakeholder engagement, strategy, program design, operations, and business development experience in the public health and digital health ecosystem in the South Asia Hub region (in one or more countries). In addition, international experience in other regions would be accorded high preference
  • Prior experience in strategy consulting in leadership roles will be desirable including experience of developing and executing business strategies, achieving goals through market focus, innovative approaches while considering the inherent risks with mitigation plans
  • Available to travel nationally and internationally up to 30 percent.
  • Fluency in English is essential. Any additional regional language would be desirable.

  • Demonstrated ability to work with partners to achieve results.
  • Demonstrated ability to engage with donors and National and State Governments at senior levels.
  • Experience of having worked and collaborated with major donors, INGOs in the health sector and MoHW, government is highly desired.
  • Demonstrated ability to develop and execute business strategies, achieving goals through market focus, innovative approaches, and entrepreneurial spirit while bearing in mind calculated risks.
  • Excellent communication and negotiation skills, with the ability to persuade and influence others.
